10|The Final Question: Why Can Production Happen Again Next Time?

10-01|Reconnect the Previous Nine Chapters

Productive capacity must be formed historically and maintained continuously, including the training of people, long-term effort, and transmission across generations. Interfaces make different actors' capabilities connectable and accessible. Prices and contracts settle some contributions. Orders connect production with effective demand. Households and public services sustain human lives so that ongoing effort does not exhaust producers. Failure management determines whether an old relationship can end without destroying necessary capability. Success then changes markets, costs, and organisational choices in the next round.

Output may continue temporarily with one of these links missing. A sustainable circuit need not.

10-02|A Complete Circuit Is Not Self-Sufficiency

A production system may import energy and equipment, serve overseas customers, and use international financial networks. It can operate for a long time if access conditions remain reasonably predictable and risks are bearable. A complete circuit means output, returns, and the renewal of enabling conditions are linked; it does not require every transaction to remain inside a national border.

Conversely, the nominal presence of every domestic project does not prove a complete circuit. Without orders or maintenance funds, with households unable to consume and people no longer entering skilled work, even the most extensive equipment inventory cannot guarantee the next round.

10-03|How the Two Organisational Directions Meet in One Circuit

Production-bearing organisation continuously carries facilities, engineering, people, and essential supply. Interface-oriented organisation continually arranges orders, prices, finance, standards, risk, and exit across actors. Both confront the next round. The former cannot expand production indefinitely without asking who will use the output and how society absorbs it. The latter cannot endlessly optimise access while assuming external capacity will always remain available.

This does not require equal use of the two mechanisms or imply a single system of government. The appropriate organisation of a particular function depends on the cost of failure, substitutability, technical conditions, demand, and executable responsibility.

10-04|Seven Basic Questions in the Manual

For any industry, public project, consumption structure, or global supply chain, ask:

  1. What real condition of life or production must be obtained continuously?
  2. Which people, equipment, technology, and cooperative relationships make it possible?
  3. Who can access that capability, and where do orders and payment come from?
  4. Which contributions do prices and contracts record, and which risks do they omit?
  5. Which node may exit upon failure, and which function must remain?
  6. How do costs, income, and risks to daily life reach households, companies, regions, and public accounts?
  7. Once the round ends, can the next proceed at a bearable cost?

The questions are not a scoring system. Where evidence cannot answer one, mark it unverified rather than filling the gap with a national label or theoretical preference.

10-05|Four Commonly Incomplete Circuits

Build without selling. Factories open but lack repeat orders; a one-off construction outlay is mistaken for future operating income.

Sell without renewing. Products are continually delivered, but equipment, people, and essential suppliers are not renewed; an old capability is consumed to sustain accounting profit.

Settle without absorbing. One actor can liquidate and leave, while nobody addresses the resulting debt, employment, and public-service losses; future demand and production are eventually damaged.

Support without correction. Every old actor and project is retained without distinguishing essential functions from failed arrangements; new capabilities cannot obtain resources.

These are not mutually exclusive types. Several can occur in the same region. Their purpose is to locate where the circuit breaks.

10-06|How to Derive a Projection Essay from the Manual

Imagine news that a region is building a major car plant. Ordinary reporting may count investment and jobs. Policy debate may focus on subsidies and strategic aims. This manual suggests a different order of questions. Who are the customers? Can incumbents meet added demand? Which external suppliers will the project need? Who covers personnel and equipment renewal? Can households and the region bear the transition? Is there timely correction if orders do not materialise?

A projection essay does not need to print all seven questions. It selects the two or three causal links most relevant to the event, finds material that can be checked, and lets observed outcomes test the manual. It does not retell all ten chapters or assign a national category to the news.

Consider another report: a global platform raises supplier-entry standards. An essay could focus on how standards affect access to orders, who pays certification costs, and whether manufacturers can develop their own customer channels. That is a projection from “interface power”; it does not require a new telling of civilizational history.

10-07|Keep Open Questions in the Right Place

When productive capacity warrants public preservation, how long-term orders facilitate learning, how household protection influences consumption, and how to identify critical supply-network nodes can all become specific studies. The manual classifies questions and identifies causal links; it does not substitute for empirical comparison, institutional trials, and industry knowledge.

Some future questions remain unanswered. As technology changes employment, can new income and consumption relationships form in time? When global production centres build their own interfaces, how will markets redistribute orders? Can costly but necessary capability gradually become independently sustainable? These should remain open questions, not be written as historical outcomes that have already arrived.

The structural framework identifies where organisational forms come from; the manual explains how they operate; projections test how far the explanation travels in the real world.

10-08|Where the Theory Stops

Organisational mechanisms can reveal constraints but cannot determine the one permissible policy. How much redundancy to retain, how public services should be funded, when a business may fail, who bears household risk, or whether to nurture a new production base involves political authorisation, legal rights, budgets, evidence, and social choice. A manual does not replace those decisions.
